Description
The EO is assigned a compliance role only and oversees the ship’s environmental compliance activities, is a non-watchstander, has no operational responsibilities and reports directly to the Master.
Key Responsibilities
1. Keep the Master and the Chief Engineer informed of the ship’s Environmental compliance performance and any significant errors or omissions.
2. Ensure that the OLCM, Environmental Department, and the necessary authorities are promptly and properly notified of all environmental incidents, as required.
3. Report any environmental irregularities found or procedures not followed to Master, Chief Engineer, and operating line Environmental director.
4. Conduct and/or commence investigations regarding environmental incidents, as instructed by Company management.
5. Monitors the following at least daily:
- Assess waste management practices on board
- During underway periods, conduct an assessment of Oily Bilge Water management practices including a review of sounding data before and after any discharge. Compare such data with all other volumetric measurements, including BCDB data
- Check the following to verify compliance: Oil Record Book (ORB) entries. Identify errors and bring them to the attention of the watch keeper concerned; Daily Sounding Log entries; Machinery Spaces, Oily Water Separators (OWS), and associated equipment; Waste storage areas, including waste containers and labels; Sewage and grey water discharge records
6. Complete and submit the Weekly Environmental Compliance Report to the Captain and Chief Engineer.
7. Review the following records and documents to verify compliance at least weekly:
- ORB
- ORB Statement/Signature Recognition Sheet
- Waste landing receipts
- Bunker Delivery Notes
- Ozone Depleting Substances and Refrigerants Record Book (where applicable)
- Exhaust Gas Cleaning System (EGCS) Logbook and Compliance Computer Data (where applicable)
- Ballast Water Record Book and ballast forms
- Portable Pump List and Log
- Maintenance records of waste processing equipment
- Critical Valves, Fittings, and Tank Hatches List: Physically check a sample of sealed/locked critical valves, fittings, and tank hatches and verify them against the List. For any critical valves that cannot be fitted with a physical seal, check the alarm and control monitoring system to review the valve operation history.
- ECA Log Book or appropriate records (fuel change over)
- Incineration Log Book, if applicable
- Biofouling Record Book
- Oil-to-Sea Interface Log
8. Check/observe the following pieces of equipment and associated operations to verify compliance at least weekly:
- Galley waste management operations
- Laundry waste management operations
- Silver recovery unit operations, if applicable
- Grey water and sewage treatment system operations
- EGCS operations
- Opacity (visible smoke)
9. Performs the following monthly:
- Complete the Monthly Environmental Self-Assessment
- Complete the Alaska Monthly Environmental Self- Assessment if the ship is sailing in Alaskan waters
- Conduct environmental rounds to assess the ship’s environmental performance
- Monitor the management of hazardous waste on board
10. Performs the following quarterly:
- Verify SOPEP Annex II updates have been done
- Test the Carnival Compliance Reporting Hotline
- Oversee waste stream and washwater samplings and maintain a record of all sample results per regulatory requirements
- Identify three locations with the grey water and/or sewage systems to be inspected for traces of oil
Skills, Knowledge & Expertise
Shipboard Environmental Management (10%):
1. Immediately addresses and promptly acts upon all departmental environmental questions and concerns.
2. Identifies high risk areas and provides clear recommended solutions and consistently contributes ideas towards the formulation and implementation of short and long-range plans for improving environmental management at all levels.
3. Reports to the Captain and has a direct line of communication to Environmental Operations shoreside.
4. Complete the EO Handover Self-Assessment.
5. Promptly and accurately compiles data requests.
6. Assists with internal, external, and corporate HESS audits.
7. Ensure all required oil pollution placards, oil transfer procedures, and system line diagrams are posted.
Assist the Company’s Environmental Department with the Vessel General Permit Annual Report.
9. Ensures the Environmental Hotline information is posted in relevant crew areas and also in the passenger information as directed.
Staff Management and Development (10%):
1. Provide and verify completion of environmental and waste management training for all crewmembers on board. Maintain environmental training records.
2. Assess the environmental proficiency of the ship’s crew, identify gaps, and provide additional training, if necessary.
3. Provide Deck Officers of the Watch (OOW) and the Engine Officers of the Watch (EOOW) with the Environmental Restrictions in the ships area of operation via the Voyage Plan.
Waste Management (10%):
1. Monitor all waste operations including garbage, hazardous waste, special waste, sludge and Oily Bilge Water. Monitor crew members and shore-side contractors during waste landing. Note: The EO cannot be in charge of implementing the garbage management plan but instead the EO is to monitor and verify the implementation of the Garbage Management Plan.
2. Physically check and verify with the PIC that the transfer hose used for bunkering or offloading is in good condition and, if applicable, verify that it has a current hydrostatic test certification.
3. Provide timely and accurate waste offload notifications to shoreside Port Operations Managers.
4. Ensure copies of all MARPOL Annex I, V and other waste landing receipts and certificates are maintained on board.
5. In consultation with the Shoreside management coordinate the landing of waste in ports that are not identified in the Company’s authorized locations for offloading of waste.
6. Conduct or assist in performing visits to shoreside waste reception providers, as directed by Company management.
7. If applicable, complete required hazardous waste offload documentation.
8. Collect and retain all receipts, manifests, and consignment notes relating to disposal of hazardous waste ashore.
Oily Bilge System (15%):
1. With the Chief Engineer, control access to the Bilge Control Discharge Box (BCDB) via one of the two BCDB keys.
2. Review and sign each completed page of the ORB.
3. Notify the Master and the Chief Engineer of any Oily Bilge System- specific issues or inconsistencies.
4. Investigate unauthorized access to locked/sealed Critical Valves, Fittings, and Tank Hatches.
5. Verify that the CCTV video surveillance of the OWSs, OCMs, and BCDBs is operational.
6. Perform the following at least twice weekly:
7. Conduct unannounced machinery space visits to observe the operation of the OWS and OCM (when in operation) for a period of one hour
8. Observe the daily sounding of sludge and bilge tanks and sign the corresponding entries in the Daily Sounding Log
9. Notify the Master and Chief Engineer, OLCM and the CCM of the existence and purpose of any unauthorized stub pipes, cross connections, or piping on engine room waste systems.
Safety and Compliance (10%):
1. Ensures spills are properly documented and immediately notifies the Captain, the Fleet Operations Center and the Environmental department shoreside.
2. Always confirms compliance with HESS-MS and MLC Hours of Rest guidelines.
3. Always performs emergency duties per Emergency Response Organization.
Education:
Engine Officer license and/or an environmental/science-based bachelor’s degree or higher.
Successful completion of the annual Corporate EO training
Experience:
Prior work experience with HAL preferred
Prior knowledge of safety and seamanship, electronics, machining and fabrication, and general maintenance skills
Prior knowledge of safety and audit experience desired
Knowledge, Skills & Abilities:
STCW – Basic Safety Training certificate (part 4)
STCW – Familiarization and crowd management training
STCW – Security Awareness
