The 1st Officer is a Licensed Watch Keeping Officer. The 1st Officer is on behalf of the Master, is in charge of the navigation during his/her watch. Under the STCW the officer of the watch (OOW) is the master’s representative with the primary responsibility the safety of navigation. The OOW is in charge of the navigational watch, until properly relieved. In all questions related to the vessel’s navigation the 1st Officer is directly subordinate to the Master and for issues pertained to other specific responsibilities is also subordinate to the Staff Captain. The 1st Officer shall always enforce a closed loop communication.
